There is no big difference doing Masters in either H4 or F1. On F1 you have to be a full time student and you can get CPT after an year and OPT after completing your Masters. For H4, you dont have to be a full time student and you CANNOT apply for CPT, OPT and you cannot work on campus.Tuition depends mostly on school. Some are expensive, some are relatively cheaper. You have to go to school website to get the tuition rate. Another advantage for H4 is if you become a resident(staying more that one year in the same state) then you can pay in-state tuition fee which is cheaper than out-of-state tuition(F1). Roughly $20K for out-of-state and $10K for in-state.Good luck.
